A master's dissertation was discussed in the College of Arts, University of Tikrit on the overall quality in media institutions, by applying to Al-Sabah Newspaper as a model for media agencies in Iraq to establish organizational effectiveness by the postgraduate student, Mr. Ahmed Kamel Abu Khalif. The dissertation aimed at developing the competitive capabilities of the media organization within the framework of the approach of total quality management as a modern management philosophy, reducing the knowledge and scientific gap in adopting this philosophy, extracting appropriate methods for its application in media organizations and analyzing the relation between the impact of adopting this philosophy and achieving outstanding performance as a goal ensures survival and growth of the media organization. The dissertation reviewed the general intellectual foundations of the philosophy of total quality management, its importance and the advantages of its application in light of contemporary administrative challenges that made the need for flexibility and mature administrative thought necessary and the most important steps to be taken into account to build a total quality management system in media organizations and tools to enable institutions to absorb these variables and adapt to them and obstacles that hinder the application of total quality management in institutions. The dissertation highlighted the international standards for quality media performance, which include the international standard for the quality of media performance, ISO standards, as well as UNESCO indicators for media development and a review of the most prominent results of the application of total quality management in media institutions.
